EXECUTIVE SUMMARY AND TEAM CONCLUSIONS

At the completion of two days of interviews the team judges Chinook Group
Limited Partnership (Chinook) Sombra location to have a good understanding of
the codes and ethic of Responsible Care. A second company location in
Morrisburg, Ontario was not included in this re-verification.

After review of company management systems, including support documentation
the team is in agreement that the company’s decision-making and subsequent
actions are underpinned by the Responsible Care ethic and their management
system supports a self-healing environment. Based on the company’s history of
continuous improvement the team is confident the findings requiring action and
opportunities for improvement (listed in Appendix #3) will be corrected in a timely
manner. The team would also like to commend Chinook for proceeding with the
re-verification process in spite of internal pressures from cost and personnel
reductions.

The team judges that the re-verification process is complete and has requested
the company provide the team and Community Advisory Panel (C.A.P.) with an
action plan to address the findings requiring action within six months of the reverification
visit date and regularly report progress in addressing the findings
requiring action and opportunities for improvement at C.A.P. meetings and
executive leadership meetings.
